Parks and Recreation – Servicing the Community

County Parks Update


Spilman Park, located in the northern end of the county, Spilman is one of the few know treasures of Culpeper. Boasting a picnic pavilion with ten 10-seat picnic tables, 4 charcoal grills, a multipurpose field, walking trails, and a tot-lot playground. There is just about something for everyone. Are you looking for a place to hold that family picnic or reunion? Why not reserve Spilman Park? Stop by our office at 155 W. Davis Street, and fill out the reservation form, there is only a $50.00 refundable cleaning deposit Visit us before all the summer dates are reserved!

CULPEPER COMMUNITY COMPLEX
Well, the park has undergone a full year of use by local youth sports associations and other residents. Approximately 2,000 children and an undisclosed amount of parents and spectators have flooded the luscious green space; and with all intent purposes, the park has survived quite admirably. The time and effort invested by staff, contractors and volunteers in maintaining the facility has paid a dividend unknown to the common visitor, but will be visually apparent to the public the following year to come.

The construction of concession stands is desperately needed. Several groups such as Miller Brothers Construction Company, the Piedmont Valley Builders Industrial Association, and the County Parks and Recreation department are working feverishly to forge together professional volunteers that will donate construction services and build two stands to serve the public. There is still a need for HVAC assistance. Materials and equipment will be sought from companies interested in community well being. Two electric lines from separate park transformers need to be run and connected to the field scoreboards and concession stands for future operations.

Despite the efforts of those above, the park requires other amenities to complete it’s usefulness as a family facility. Pavilions, playgrounds, landscaping, flag poles and other structures typically provided by a well designed park are still needed to service all residents of the county.


LENN BROTHERS PROPERTY
The County of Culpeper recently received a donation of approximately 82 acres of land in the Stevensburg District to be used for recreational development. The property owners having the foresight realize that a majority of green space will soon be consumed by developers and thus developed into residential and industrial complexes. Although the dollar value placed on land is a temptation, the Lenn Brothers deeply believe their donation will enhance a sense of community and a better quality of life for all residents that visit the site.
Already county staff is preparing conceptual plans for the development of the facility based on community needs. Tentatively plans for the property would offer a diverse variety of active and passive opportunities that may include, several adult softball and a baseball fields, a soap box derby track, a radio control airplane field, a scenic and beautiful one mile walking trail along Mountain Run Creek and that leads to a historical landmark, and open green space for a variety of uses.

GALBREATH-MARSHALL
Galbreath-Marshall hidden behind the Human Resources located off 1401 Old Fredericksburg Road is a neighborhood park of approximately 9 acres. This facility offers residents a multipurpose field for many of the local ball teams use, and a basketball court. The field is available for team practice through the parks and recreation field reservation system. Interested parties may contact the office for further information.

CULPEPER RECREATION FOUNDATION, INC.
The Culpeper Recreation Foundation, Inc. a 501 (c ) (3) non-profit organization has been busy locating potential funding sources to assist in further development of the park. Presently, the Foundation raised sufficient funds to complete all baseball fields fencing, added 10 scoreboards, 11 spectator bleachers, and a portable scoreboard among other needs.

There are several naming opportunities still available at the park. Other donations of $500 and above from smaller business and individuals will be acknowledged through a recognition plaque displayed at a visible site within the park. Some items that still need to be purchased are shade trees of various species, flag poles, entrance sign, picnic pavilions and benches, water fountains, and other amenities listed on a foundation brochure.
